    I notice that one defense of his most recent reversal (telling the insurance companies to keep these old plans open for a year) is that the cause of the cancellations is not in the law itself, but in the Administration’s implementing regulations — which then gives him the authority to revise the rules. Have you any insight into this defense?

      Honestly, I don’t have any insights. Complexity breeds murkiness. That is the essence of Obamacare. You could probably find two constitutional scholars give you two different answers.

    I think it is just an empty gesture to push focus back on insurance companies and away from him.
